Students no matter in which standards they are should be allowed a limited and desirable amount of freedom so that the virtues remain virtues and not become vices. Creativity comes from the desire to
express yourself when you don't get opportunities at right time or in right amount. But in this age of modern scientific approach to everything has made possible to cultivate creativity in students
through incentives and opportunities like leisure time, organizing competitions and contests. The syllabus should be made more flexible if you want to promote creativity in students as is my personal experience creative people are excellent in some field and not interested in other field. So every action has a reaction and if we are well prepared for such thing then we must proceed.
